Manchester City have been found guilty of all charges related to serious breaches of the Premier League’s financial rules over a nine-season period, and for Arsenal, the verdict carries direct legal, financial and historical implications that could shape the club’s future in ways that extend far beyond the football pitch.

The Premier League confirmed the verdict in a 1,545-word official statement, stating: “An independent Commission has found Manchester City FC guilty of all charges related to serious breaches of the Premier League’s financial rules over a nine-season period, and the majority of charges in relation to its failure to co-operate with the League’s investigation.”

City were found guilty of inflating their commercial revenue by £830 million between 2009 and 2018. Premier League chief executive Richard Masters described the verdict as a “vindication” of the decision to bring the charges.

City have always denied wrongdoing, described the ruling as “disappointing and surprising,” and have until Friday to file a formal appeal, which they are expected to do. The punishment has not yet been determined and will be addressed in a separate hearing.

For Arsenal supporters who watched the Gunners finish second to City in both 2022/23 and 2023/24 and who lost to City in both the 2018 and 2026 League Cup finals, the verdict is the confirmation of something many had long suspected. The charges cover nine seasons from 2009 to 2018, so the recent title run-ins and cup final are beyond the scope.

Could Arsenal be awarded a trophy?

The charges covering the period up to 2017/18 raise an immediate and significant question. The 2018 League Cup final falls directly within the range of the charges. Arsenal lost that final to City 3-0 at Wembley, a result that ended Arsene Wenger’s reign as a trophy-winning manager and denied the club a piece of silverware in what turned out to be his final season.

If City are ultimately found to have gained an unfair competitive advantage during that period, and if punishments are handed down that include the stripping of titles or trophies, a measure that remains very much on the table, Arsenal would have a legitimate claim to that League Cup. It would be an extraordinary outcome, but not an impossible one given the scale of what has been confirmed.

The broader question of title redistribution also looms. City won the Premier League in 2011/12, 2013/14, 2017/18 and 2018/19, all either within or immediately bordering the period covered by the charges. What any redistribution of those titles would look like remains deeply complicated and would almost certainly be subject to its own legal process.

The right to sue and what Arsenal lost

The verdict immediately activates legal processes that Arsenal set in motion two years ago. In November 2024, Arsenal joined Manchester United, Liverpool and Tottenham in lodging legal notices reserving their right to seek compensation, a move taken on the advice of lawyers who warned that waiting for the verdict could see claims fall outside the statute of limitations, dating back to Der Spiegel’s original November 2018 revelations.

The financial case Arsenal can make is substantial. During the period covered by the charges, Arsenal missed out on Champions League qualification on multiple occasions, finishing fifth in 2016/17, while City, with their artificially inflated resources, secured top-four finishes and the commercial rewards that came with them.

Champions League participation represents tens of millions of pounds in prize money, broadcast revenue and commercial uplift each season. The cumulative impact of competing against a club that was systematically misrepresenting its finances across nine seasons is precisely the kind of quantifiable loss that Arsenal’s legal team will be seeking to place a figure on.

Rumors of legal action are now intensifying, with the four clubs potentially eyeing more than £200 million in combined compensation. Some reports claim that individual clubs could pursue claims in excess of £100 million each, covering lost title revenue, Champions League qualification and the broader commercial consequences of competing below a club that was systematically inflating its finances.

The Burnley vs Everton case, in which Burnley won close to £40 million following Everton’s PSR breaches in June 2026, provides a precedent that courts are willing to enforce financial rules with tangible financial penalties, not just sporting sanctions. Arsenal’s case, given the scale and duration of City’s breaches, holds great weight and could lead to a huge financial compensation.

    The title race implications

And then there is the immediate sporting picture. Arsenal currently sit top of the Premier League table and are defending champions. If a points deduction is handed to City as part of the eventual punishment, widely considered the most likely sanction, the Gunners would become overwhelming favourites to retain the title.

City currently sit first in the division with 15 points from five games. Even a moderate points deduction of ten points would leave them with a mountain to climb, and Arsenal, in the form they are currently showing, would be the primary beneficiaries.

For now no compensation has been awarded, no punishment has been confirmed, and City will appeal. But the Premier League’s own statement is clear in that Manchester City’s financial wrongdoings and the aftermath of this case will have stratospheric effects, not just the for the Premier League but financial regulation within world sport.
